Calling switched off mobile

On my brother's old mobile phone if I rang him and his moblie was switched off I'd hear something like " this mobile phone is switched off at the moment please try later".
On his new mobile phone if it's off when I ring him it goes straight to voicemail.
Is this so they can charge me for a call ?
And if his new phone is on and he doesn't answer within three rings again it goes to voicemail.
He doesn't want that and neither do I when I ring him.If he's not there I can try later.
I wish they would set these things like voicemail as off when you buy a new mobile and you could switch them on if you want them,instead of having them on and people have to find a way to switch them off.
He's not sure how to switch off this voicemail service.
Can't remember his mobile provider but his number starts 07930.
Any idea how to get rid of voicemail ?

what network is he on
if its voda, o2, tmobile you can turn the voicemail off in the settings bit of the phone
but if its orange you will have to call them to turn it off
