Just out of interest, does the BBC have to have a valid licence for it's own buildings where TV's exist, even if they are using them to monitor a programme that is being broadcast?
Legally I'd say they do, unless there's some sort of exemption or arrangement.
I know that local authorities have to pay themselves Council Tax on empty houses when they are liable.
