phone line problems

Well first our phone is off. it doesnt have a dail tone but it rings in and then when you answer it makes a noise. and you put it back down and it keeps ringing..
The bt fault site is down and is not available.
Just to ask though.. I have also tried putting it in the master socket with the face plate off.
Now what i have been doing for the past month (and since then this problem has happened twice in total)
is took the faceplate off.. but the filter and my router and then the plate into the filter and it runs smooth and i get a good speed increace doing this..
could this be the problem?
