'A five-year research programme, called Project Indect, aims to develop computer programmes which act as "agents" to monitor and process information from web sites, discussion forums, file servers, peer-to-peer networks and even individual computers.

Its main objectives include the "automatic detection of threats and abnormal behaviour or violence".

Project Indect, which received nearly £10 million in funding from the European Union, involves the Police Service of Northern Ireland (PSNI) and computer scientists at York University, in addition to colleagues in nine other European countries.

Shami Chakrabarti, the director of human rights group Liberty, described the introduction of such mass surveillance techniques as a "sinister step" for any country, adding that it was "positively chilling" on a European scale.'

I think this has already been discussed on here. Please wait while I consult my AI system.

Anyway, yep, it's completely OTT and unnecessary and will no doubt be worked around by true terrorist and anti-establishment types (not the same as governments seem to increasingly believe). All they'll end up doing is spying on people who aren't really doing anything wrong or who are so incompetent that they'd have probably been caught by more conventional means anyway...

Big Brother won't need to install Telescreens in our homes, they'll just keep tabs via our PC's. Much cheaper.

And "abnormal behaviour" is defined in the same way as "anti-social behaviour" I imagine - currently, it means something which bothers someone, somewhere, sometime, enough for the citizen fascist inside them to reach out and make a fuss.
Are the key phrases in law becoming vaguer for a reason? I mean, "abnormal behaviour" FFS?!? Regardless of what it means, should we be targeting it at all? Basically it's criminalizaing individuality, eccentricity and innovation.

So will we see people becoming temporarily "inactive members" in their real lives as a result? And what would happen after three such strikes...
