Quest 2 is the licence on S4C reserved spectrum for Wales; nothing to do with any new channel. It just means that Quest will launch in Wales (on former S4C capacity) as well as England, Scotland and Northern Ireland (which are covered by the other licence).

TopUP TV used to use the Thomson download channel for software updates and activations. Now that has gone and TopUp use a separate 29kbps data stream rented from SDN and attached to Anytime2 for TUTV activations, messages, adverts, channel icons, software updates & VOD downloads.
Even though it is part of the Anytime2 structure, it still needs licences for Wales and the rest of the UK, as it is a different service (from Anytime2). An additional licence for Wales is required for all SDN services (on the SDN half of Mux A / SDN) because all its Welsh capacity is gifted to S4C (the so-called reserved spectrum).

This is the Welsh license for Quest. The 2 on the end is presumably an error.
What you say
There is a license for Quest 2 maybe rename for dmax?
It requires its own licence because it is on a different slot in wales.
No DMAX I'm afraid.
But if you look at the Sky License list, it shows Quest 2 without the Wales address.

Maybe they will be renaming Dmax or something
EDIT,
Whilst I was typing the thread has been merged. Apologies if anything has already been mentioned and I've repeated
Edit:
Nope, Quest2 has gone.....and Quest. has reappeared with a new number
No they have renamed Quest2 to "Quest." which is the Welsh licence, Quest is still there as well
By the way did you notice that TopUp now have a licence for a Data service in the rest of the UK, the Welsh one has been there for a while.
I don't know what it is for though
