Regarding touchscreen? Is it a simple outright ban?

The screen is the least of your worries - open ports and bad keyboard.membranes are much more of a risk.

Use the phone outside of the rain?

    Some cases would help.

Depends how heavy the rain is I suppose. If it's just light or spitting you're probably fine. However if it's cats and dogs your best bet is to use headphones or a Bluetooth headset under your hood/brolly :)

The best option is not to use your phone in wet conditions. Every phone manual I've seen warns about using the handset in wet conditions. It would only need one rain drop to get into the wrong place and your phone would be broken or the warranty void.

I've used my iPhone in all weathers at work and never had a problem, even in heavy rain.

I worked for Samsung for years.
The amount of people I had saying, its a phone, of course it can be used in the rain..?!?!?

Its an electronic device. would you use your tv in the rain?

Mobile should never, ever be used in the rain. or be prepared to buy another.

You should take the same precautins as you would if you were going swimming.

delectable is just plain stupid sometimes "a mobile is a electrical device". Everybody knows water and electrical devices don't go with each other.

Mobile devices are not always sealed to protect internal circuitry

Only in some cases on specific "Water Resistant mobiles"

Well two years almost of using in the rain and heavy snow and it's still going strong.
That said if it ever did affect it I wouldn't be complaining to the manufacturer....:D
