    Because His music is complete tripe and generic rubbish.

    I think the promo was a little disjointed and he perhaps misjudged his fanbase. I think his life decisions perhaps go against the values of his core fanbase and more importantly the parents that fund his core fanbase.

    Bad timing. It was released at christmas, where films like American Hustle, Anchorman 2, Saving Mr banks, Hobbit 2 and Walter mitty were all generating much more buzz and press. It was bound to not be a smash hit, when your among films like them.

    Maybe people have gotten fed up of Bieber's douchey antics:
    Of late, Bieber’s more confrontational, avant-garde explorations in being irritating have included: peeing in a mop bucket, challenging the conventional notion of mop buckets not having some kid’s p*ss in them; spray-painting monkey and penguin graffiti, representing the idea that celebrities are trapped just like zoo animals, and also that Justin Bieber thinks penguins are dope; and haunting a Brazilian brothel dressed as a spooky ghost, a stand-in for the lingering specter of society’s prudishness about prostitution, and the classic Freudian connection between death and banging b*tches. It also included not actually retiring from music, his most antagonistic artistic statement yet.

    Damn ya'll just played Bieber. Lol I can't imagine that many of you are his target audience anyways (I'm not either) which makes me wonder why all the negativity. I mean you don't like his personality or music, that's fair, but why use the word "talentless?" Not liking someone for whatever reason does not make them talentless.
