"Scotland's happiest lollipop man" has been banned from high fiving the kids.
Nkosana Mdikane, 74 is a black man with a big smile and a big laugh and great personality.

I love characters like that who are always happy and smiling and laughing. The kids get a lot out of positive happy people like that.
Now the council has told him to the job only has as he has been trained and nothing else.

He is responsible for getting kids safely across the road, so he shouldn't be mucking about.

Entirely correct. He has now been advised to stick purely to his job, and not to engage in such a silly way with the children. The distraction could potentially cause an accident whilst his attention is diverted from the road.
No doubt a parent reported what he was doing, the activity was rightly risk assessed, and deemed to be potentially hazardous.

Aren't they supposed to hold the stick in one hand and have the other arm extended to make it clear traffic is barred from crossing or going around?
Giving high-fives, that would not be obeying the rules. With the possible risk that any other gesturing with the free hand could be interpreted as beckoning the traffic to proceed.
There has to be some standard behaviour that all drivers will recognise, otherwise they might as well stick their hand in their pocket or use it to hold a smartphone to their faces, or even wave it about to the music while listening to an iPod. That wouldn't be professional (imagine a real traffic cop giving high-fives to passing pedestrians).

I think the male population are in trouble when it comes to kids
Scenario: a child on a beach becomes lost, and becomes distressed & upset
A man not known to the family is nearby, and goes to comfort the distressed child
As he's giving a reassuring hug... the distressed mother comes running up
In her distressed state, thinks the man is trying to abduct her child.
The police are called, and it goes on from there

Readers could see a photograph of him anyway. Completely pointless at best, and mildly racist at worst, to point out his colour.
