If you buy a new pay as you go phone is it possible to transfer the money from the new sim to an old sim on the same network?
Why not just use your old SIM card in the phone?
Or are you talking about mandatory top ups that you purchase with the phone?
I'm sure CPW allow you to add the top up to your original SIM in the first place. But if you're buying direct from the network then best to ask them.
So have you already bought it? If yes then ring up the network and ask.

It's not as simple as that.
To avoid having to take a new SIM and top-up, they have to do a PAYG upgrade, which means the network has to authorise it (generally the rule of thumb is that the SIM needs to have been active and not upgraded for 6 months).
If not, then they'll have to sell you a new SIM.
I'm pretty certain EE can put the top-ups onto an existing SIM though.
When I've had to buy the mandatory top up when buying a new phone, I've simply rang the network's top up line from my contract SIM and put in the code, I just then got a reduced bill at the end of the month. Also if you buy from the network's own shop they usually write off the need to buy a top up card.
The new PAYG SIM then sits round in the phone box for a few years then goes to the tip.
