A microchip is an identifying device, not a tracking device.
But yes they do exist, I've got one - the Loc8tor. Works very well except in very cold weather (doesn't pick up a signal if it's below zero degrees). And obviously it has a limited range, but still very useful, has helped me track down my cats a fair few times. We got them after one of the cats got shut in an outhouse for the third time - at least now if she's shut in we can find out quickly!
