PayPal Top-Up Card Closure

If you have one of these cards (useful for online purchases/Ebay) then you might know that the card is no longer being run by Royal Bank of Scotland from today (1st April)


People with these cards were promised last year that they would be changed over to a new card provider (PrePay Solutions).

But apparently only a select few will be transfered to a PrePay Solutions Mastercard, the rest will get nothing and will get a refund of the amount on their PayPal card.

This refund will apparently go to your linked PalPal account within 15days of today, or if you have no linked PayPal account it will be a cheque.


The really interesting thing about this is that there has been no notice that only some people would get a new card to replace the old one.

Not only that, in the original email last year they said:
"If you are happy for us to share your data with PrePay Solutions in order to facilitate the replacement of your Top Up Card, you are not required to do anything."

So people allowed the sharing on that basis and no other. Surely a case for both the FSA and the Data Protection Registrar.


PrePay Solutions probably cherry-picked the nicest accounts and had a nice rummage in everyone elses.

I wonder if they still have everyones data not just those given a new card?

Could be serious.

I wondered why i hadn't received a new card as you say they are only issuing new cards to people who use it a lot, i've had mine for about 18 months or so and used it for about 50 ebay purchases for bits and bobs so no chance of a new card for me then.

There is a pilot group of people who are getting the card if you have received the email that says:



Your PayPal Top Up Card ends on 31 March 2011 and we're pleased to offer you the new PayPal Access PrePaid MasterCard® in its place. We'll take care of everything for you, all you need to do is:

Spend your Top Up Card balance by 31 March, or we'll refund it to your PayPal account – you can check your current balance by logging in now with your PayPal Top Up Card details

We will send your new card to the same address as your original Top Up Card. If your address has changed, you can update it now by logging in to the PrePay Technologies site using your PayPal login details

Wait for your new PayPal Access Card in the post – there's no need to apply. We will be in touch mid April to give you more information about the new PayPal Access Card

The new PayPal Access Card can give you instant access to your PayPal account, with no need to top up. You can use it to withdraw cash, shop online or on the high street, anywhere MasterCard cards are accepted. If you don't wish to receive a PayPal Access Card, just log in now to let us know.

Then you are part of the pilot scheme (like me) and you will get the new card

You should be contacted on the 15th and the paypal forums suggest you will get the card at the start of may, if you are not part of the pilot scheme you are supposed to get the card july/august

Sh!t, I havn't got a new 'Pay Pal Card'. Does this mean that I'm pissed?

No, I haven't got one either, but if you have received the email I pasted you should get it at the start on may.

I was reading through the links in the email I got the new card looks badass!

You dont have to top it up! its like a bank card if you have money in your paypal account you can just spend it directly with the card, topping up is gone! woohoo!

It's nice that some people are to get a top-up card.

But the original implication from PayPal Top-Up was that everyone would and it was an automatic process. Account data was shared on that basis so it's possibly a data protection matter.

So even though plenty of other card companies are out there it's all rather rushed to get another card to keep grasping Ebay away from bank/other cards. And some people had money in their Top-Up account which they might not receive for a month or more.

And even for people who are to get one there seems to be a delay. Not very smoothly done at all.

I cant wait.

In this digital age when you topped up your card from paypal i dont know why you had to wait for them to do the paperwork the next day around 1:30-2:30 before you could touch the money. I cant wait to be able to use the balance directly from my account.

So you can no longer top up at a paypoint? Thats me buggered then because i only buy from ebay don't sell.

I just have a pre-paid Mastercard for everything online. It's linked to Paypal but I will never ever link a bank account with them again as they stole money straight from it.

Occasionally Paypal try it on and email me saying that I will soon be coming to some limit and that I must waste my time providing them with my personal details and a bank account, but I just ignore them. My Pre-paid mastercard knows my details but never needs to be linked to any bank account, so why should Paypal insist on it? Anyway, they are never going to steal money from me again and I only ever put money on my card just before I order something so they will be out of luck if they try stealing from that.

Plus I can of course use the pre-paid Mastercard on it own anywhere else that takes Mastercard.
