Has the game always had that line cut (text but no audio), right from its release? I remember reading about the controversy in 2004 but I purchased the game in Summer 2003 and it had the edit. Until I knew about this, I just thought that it was a glitch!

OK, just heard back from Forum Mods, sadly this forum operates under strict rules, which is a good thing, but it means there can be no quick competitions or give aways held in threads as everything has to clear over PII, and to be honest, I've done these kind of competitions on other forums and had no problems, but here, I'm not going down the long winded process just to do a good will gesture.
I wish the people who did send answer in got the question right, but alas, no one did. So in the end it looks like I have to give these away elsewhere, sorry guys.

Ah, they must've just accidentally left the text in after cutting the audio then. It's funny that they made the attempted edit to avoid controversy but the mistake, making it look like a mission instruction (to those unfamiliar with the game), caused it! Anyway, on to more important VC matters...

It was a text directive so wasn't voiced as such.

I just checked with this clip and the text is white, indicating speech, whereas mission instructions are pink.
It has always been like that the "Stinking nest of haitians" line was also cut as well
