In cases like this I cannot blame the dogs you can only blame the owners, yes some dogs have been mistreated and some have behaviour problems just like some humans , but if you know that then you have a duty of care to others and to your dog to be even more cautious, and it would appear in this case they dleiberately encouraged the dog to kill, thats sick and their punishment is nothing. Not only was the act sick but to do it in front of kids makes them even more warped to my mind.
