Precisely, and since my Mum, Mum-in-law, and other inlaws have no interest in torrents or iTunes they chose not to "waste a superfast connection", and haven't signed up for FTTC even when it's available. I would use it, but since I live out in the sticks and am lucky to get 3Mbits/ that's not going to happen Most people use their broadband for email, online shopping, and swapping photos of their kids. 10Mbit/s works just fine for that, and the ISPs know it.
People who could make full use of an FTTC connection would probably like one. I agree that there'd be no point in people who use their broadband lightly all the time getting FTTC. Unlimited FTTC, especially.
