Hugh Laurie and Kenneth Branagh sound good to me but what about Idris Elba? - certainly mad bad and dangerous and so cool you could run a refrigerator off him.
I have no problem with the idea of a non white (but English) actor playing the Doctor - appearance stuff is a mater of genetic choices. But I can't see how changing gender is possible either they have the XY chromosomes or they have 2 XXs - it doesn't seem like something that could be recessive whereas hair colour/eye colour/skin colour could be.
Jack Davenport would also be an interesting choice - or is that just that I fancy him?

Not sure where you've got the biology of a Timelord from... There's no way of knowing what their biology is.
And besides, there has already been mention of Timelords changing gender - in The Doctor's Wife this past series - so it definitely can happen.
