Am I doing something wrong or is it the handset?

OK, up until recently I had a Nokia 800 on O2 but recently changed to a samsung S4 on Tesco.
On the old Nokia, I could be out and about just about anywhere and get myself onto the web but with the new phone it's an absolute nightmare. Even if I find a free open wifi somewhere, I can't connect. A couple of times I've had a message along the lines of can't be connected, something to do with the Proxy Server.
So, my question is, what can this be? Could there be a fault with the handset or a fault with the user (me)?
Any offers of suggestion gladly listened to.
