How to fix a fence to old posts.

I am planning to attach a picket fence to some old concrete posts in my front garden. This is my neighbours boundary, but there is no chance they will ever do anything with it, given they have lived with this eyesore for 12 or more years.

How do I do it? The posts are the kind that hold chain ink fence, so no way to slop panels in, and there is a drop. This is by my drive. I have a small brick wall already in situ. so it would either have to be on top of that, or fixed to the posts. As there is a drop, using the holes that are in the posts won`t really work.

Any ideas please?
