It looks like it to me, although I might just be being paranoid. It's certainly not going to do the world economy much good at least.

It's being going on since Putin came into power. A steady move back to the Soviet era mentality.
While the arms race isn't likely to re-ignite the political disparity and suspicions are heading in the wrong direction
From that description, I assume Russia is the superpower (as China isn't involved)
Whenever he can't be bothered!
I can see him flitting between Prime Minister and President with Medvedev to comply with Russian constitution for years yet.
It's pretty much a one party state already, even Medvedev himself says as much.

You're joking Russian's current wealth is based on Oil/ Gas and mineral reserves and that's about it . Revenues are dependent on the price of commodities. It has no manufacturing industry except those related to mining. No Science or Electronics industry of note. A small middle class , a largely poor working / working class and a very small Oligarch class.
I'm sure we would all love to know how you've come to the conclusion that the 10th biggest economy in the world is frog leaping the other 8 in a " power shift from the USA to Russia "
err no . I havn't mentioned China. You assume wrong . China is still not as big economically - though its only a matter of a few years before it overtakes the USA economically but it will be decades before it overtakes them in the military stakes.
But thats all it is ....just a bit of grand standing by an ex-super power mainly for home consumption. The Soviet Union / USSR no longer exists sadly (understandably ?) Russian politicians can't seem to accept that it is now just one of many countries to occupy the 10 ten list of world economies.
I'm sure the USA will suffer the same fate when (if ) China completes the dual task of both Economic and Military superiority .
Being a traitor to your government is not the same as being a traitor to your people. It may very well be the exact opposite.
Russia thought that when the cold are ended we would all be friends and treat each other equally, well the big powers anyway. America thought it had won the cold war and Russia would just do as it was told from now on.
The good news is Britain is now thought of in a much better light by Russia and America is not really bothered about us. China is still a bit miffed with us due to the Cameron insult and India is annoyed about our immigration policy, but we don't care because they did not buy our planes. I think Brazil likes us because of our Olympic cooperation, Germany wants to be friends, Italy's got its own problems and France is jealous because their socialist experiment failed and all their business people emigrated to the UK. Not sure Japan has any issues apart from us leaving the EU. So on the whole Britain's fairly well regarded diplomatically.
South America hates us because of the Falklands
Europe hates us for our arrogance and crap songs in Eurovision
Africa hates us for the remains of colonialism
China hates us for the opium wars and the invasion of Tibet
Australia hates us because we beat them at cricket and rugby
North America hates us because we used to rule it and speak properly
That leaves bits of Antarctica
I think China's economy to likely to collapse in on itself before it overtakes the US. Mind you, the US is likely to collapse shortly as well, they have unsustainable debt mountain.
Scotland's rapidly cooling on you too.
But for all that oil I have doubts any separation would have happened. And wasn't that 'cold war' as much for the benefit of the US?
A problem with the cold war ending is that many of the Conservatives have now switched to wanting to save us from Europe
Taking Digital Spy as an example, you (collectively) don't really speak properly at all.
I think he is Scottish.
I just live here. I'm British.
I'm minded to agree with you re China. Its built its enormous wealth on the back of cheap labour . The costs of this labour are beginning to rise and some manufactures are now looking to
India , Africa and indeed eastern Europe for the next pools of cheap labour.
China's bigger problem is its inability to create and innovate . Apart from the Cheap labour its built its wealth and power using hacked stolen technology , mimmicing and copying (sometimes with disasterous results -TGV) western science and technology. Or just buying the technology e.g buying Lenovo from IBM . Take a look at some of the top tech/net companies in the world - Google, Facebook , Twitter , Amazon , Ebay these companies are less than 10 years old all American and huge . The Amercian (and Eurpean) system of free capitalist liberal societies allow ideas to flow .
It creates an ambient atmosphere for these types of companies to flourish . Freedom or expression , a confidence to think outside the box is crucial for the creation of the next big idea.
Sadly for the Chinese people their leadership don't seem to have grasped this basic concept. The next few years will be interesting though as the Middle class break through the 400 million mark - they may demand full democracy and then we may see China become undisputed numero uno.
We should never under estimate the USA's capacity for re-invention.
