    BBC Parliament broadcasts FTA which is should as a PSB.

    Oirachtas TV is encrypted - illegally - It should be FTA

    BBC Parliament has always been FTA. You can tune that in and watch it - we cannot tune yours in and watch that.

    All other parliamentary channels in Europe - eg Canal Assemblée in France and the Greek one which I can't pronounce, are FTA even though the rest of the package is encrypted.

    So it is a nonsense to scramble this given it is a PSB. The current arrangements with RTE etc are also illegal under EU law.

    So who do we complain to about this? I suspect it's part of Sky's deal to uplink RTE's services + this new parliamentary channel, to agree to Encryption on Satellite.

    Which EU laws you are talking about?
    I think you are confused, there is a law against blocking the reception of FTA broadcasts from another state, but this is a different situation, the broadcasts are not FTA.

    ITV Better Entertainment has stared testing today, current showing the same few shows on loop (TOWIE, Housewives, Dinner Date, Rita Ora Hot desk). All ad breaks are replaced by the same 2 ITV promos on loop (Corrie's tainted love & ITV2's Tricked coming soon).

    EPG listings populated with what's being shown, no DOG yet, but noticed a 'subtitles' dog in the ITVBe font style, on the top left of the screen at the start of a few programmes.

    As normal, Sky has announced that the platform freeze will run from 6am on Wednesday 17 December 2014 to 6am on Wednesday 7 January 2015.

    During that period, Sky "will be unable to make non-essential changes to the Sky platform other than in exceptional circumstances. Non-essential changes will include, but are not limited to: EPG number moves, name changes, channel description changes, changes to interactive applications and transponder changes."

    Beter Entertainment... Is that definitely what it stands for? Not seen it mentioned anywhere before (if it has been I've overlooked it).

    It also appears that STV North (Aberdeen version) is on 981 in the Tayside area - sub-region 39. This appears only to apply to people with HD subscriptions.

    Given its number it must be temporary.

    So for Tayside, we have

    103: STV Tayside
    981: STV North

    I noticed that too, jimbo. I assume the relevant EU legislation is the TVWF Directive which looks to be a right lawyer-fest at a first glance.

    I guess the argument would be that it's offered free to view online and that it'll (possibly) be shown on Saorsat in due course. Personally, I think it's pretty pointless to make that channel NDS encrypted because there are no film or TV programme rights issues with a parliamentary channel.

    Interoperability of consumer digital television equipment

    In accordance with the provisions of Annex VI, Member States shall ensure the interoperability of the consumer digital television equipment referred to therein.

    ANNEX VI

    INTEROPERABILITY OF DIGITAL CONSUMER EQUIPMENT REFERRED TO IN ARTICLE 24

    1. The common scrambling algorithm and free-to-air reception

    All consumer equipment intended for the reception of digital television signals, for sale or rent or otherwise made available in the Community, capable of descrambling digital television signals, is to possess the capability to:

    - allow the descrambling of such signals according to the common European scrambling algorithm as administered by a recognised European standards organisation, currently ETSI;

    - display signals that have been transmitted in clear provided that, in the event that such equipment is rented, the rentee is in compliance with the relevant rental agreement.

    Also, in the same directive:

    (32) End-users should be able to enjoy a guarantee of interoperability in respect of all equipment sold in the Community for the reception of digital television. Member States should be able to require minimum harmonised standards in respect of such equipment. Such standards could be adapted from time to time in the light of technological and market developments.

    This paragraph 32 can be interpreted as meaning that the technology can be adapted in light of technological developments - ie IMPROVE service - NOT remove functionality.

    So by restricting access to channels on a box purchased, Freesat, or maybe Humax, whoever sanctioned the blockout, are in breach of this Directive.

    Some of this may not relate to this as it relates to being able to receive signals, but it is pathetic that this channel has been blocked from another member state.

    You're misunderstanding the purpose/effect of the TVWF Directive. It's about the right to RECEIVE channels which might originate in another state, but which are receivable where you live. No state is allowed to block reception of channels from elsewhere in the EC.

    That's NOT the same as an OBLIGATION for the original broadcaster to make reception possible throughout the EC.

    It's entirely up to the broadcaster how his channels are transmitted, and whether they are made available elsewhere in the EC.

    This does give rise to a few anomalies, when national laws might conflict with EC Directives. So for example, there is nothing which legally prevents a UK citizen taking out a subscription to a Dutch hardcore porn channel, pointing his dish at the relevant satellite, and receiving the channel (with a suitable set top box ).

    There are however UK laws which prohibit the advertising and selling of the service in the UK.

    Sky Sports Ryder Cup and HD have started on 405/439. Anyone who has problems with large DOGs may want to avoid as the logo extends a fair way into the picture.:D Could they not have used a little picture of the cup rather than 'RYDER CUP' like they do on SSF1.

    Oireachtas TV has now appeared on test channel 17 on the irish DTT platform Saorview. RTE 2rn must have come to some agreement on carraige fees. Test channel 17 is hidden so to view it you will have to press the numbers 1 and 7 on your remote.

    Interesting. What was on 17 before? And, I wonder will it appear on SaorSat?

    Changes are being made between 17-24 September. So I'm sure this will be taken off 981 on Sept 24.

    I assume so but you never know. I would imagine it is to enable everyone who had set recordings to still be able to access them prior to 24th after which time it will probably be removed.

    A test card with tone. It might appear on Saorsat stranger things have happened.
