Is my memory failing me?

When we lost out to Germany for 2006 there was a lot of fuss over England supposedly reneging on a commitment to back Germany so that only one UEFA member made a bid.

Follwing on I'm sure I remember talk that effectively UEFA would choose one country to bid for 2018 and all of them get behind it, so that you didn't get european countries "splitting the vote" at FIFA.

Obviously that didn't happen with 4 UEFA members going for 2018 (and originally 2022) - but why the change (or am I going mad?)

I don't recall there being an agreement of a single UEFA nation, but I do remember the hubbub about 2006. For this one, it was left with UEFA nations alone bidding for 2018, and UEFA nations subsequently withdrew for 2022 essentially ensuring a European WC for 2018.

The system now is apparently the last two confederations to host cannot bid for the next cup (so South America and Africa could not go for 2018 for example) but the rotation thing otherwise is no longer in employ.
