i am not sure what to download or what program to install to remove it. i have Norton firewall and Norton utilities but they are no good.
the writing on the pop up is in Japanese.

You could also try AdwCleaner http://www.bleepingcomputer.com/download/adwcleaner/
just downloaded Microsoft security essentials - didn't stop it
tried regpro clean but then found you had to pay fir it so deleted
i will now try yours
any other suggestions pls?

Microsoft Security Essentials was unlikely to help and registry cleaners are mainly a waste of time.
It's a pity it can't be indentified but this site usually helps http://malwaretips.com/forums/malware-removal-guides.11/
Which browser are you using and do you have an ad-blocker?
is there a proper name for this type of infection . it is more malicious than a pop up so does it have another name?
if I bring up windows task manager - and go to process image name says ' mshta.exe'
maybe I have an mshta.exe infection
Every single copy of Windows is "infected" with mshta.exe. it is a part of Windows OS. If you were to get rid of it you would seriously break Windows.
So whatever this pop up is it is unlikely to be mshta.exe unless it is masquerading as the legit Microsoft app. If it is running from C:\Windows\System32 folder then it is likely to be the legit Microsoft app. If it is running from anywhere else then it may be bogus.
Have a look here and treat with caution even though the sources are reliable
