Panasonic X70 unlock?

Hi, I went to a phone shop today to ask them to unlock my Panasonic X70 but they said that they can't do it.
Why would this be is it because it is so new and they haven't figured it out or will it never be able to be unlocked?
I really don't want to stay with Orange I want to be with O2 - what should I do now?
