Can anyone identify this film?

I'm trying to remember the name of this film and it's driving me up the wall! I think it was from the 1990's, but I could well be mistaken in that. As far as I remember, the film starts with two US detectives finding the body of a girl in the middle of the road. The body is quite flat, having been thrown out of a plane. They think there's a link to a local drug baron and they go to question him in his plush home. After that my memory gets a bit hazy...
