Anyone else notice that some people pronounce words like 'student' and 'studio' as "shtudent" and "shtudio" etc? 'Assume' becomes "ashume", 'restaurant' turns in to "reshtaurant"....anybody have any idea why they do this?

Sounds similar to the way Dutch people speak.
It's probably due to the way they change these words having no logic or reason whatsoever.
Lol there's no accent anywhere that turns 'th' in to 'f'.
No, like 'shtudio' and 'shtudent'.
You'll start to notice it now
Theatre = Feater.
South London would be
Theatre = Feartah.

Changing 'th' to 'f' is not an accent, that's laziness.
Never seems to be a reason for it though.
