Local TV (info from Disco)
D.S. thread Contributor, Disco, has been looking through various websites it seems that, unsurprisingly, the launch dates for the local tv channels are slipping.
Most of the 19 already confirmed are now set for 2014 launches. It seems that Estuary TV will be the first to launch (and that already broadcasts on Virgin under a different name – Seven). Only a few are so far indicating a definite Sky launch (whether they have agreed carriage is another matter!) though at least two more are indicating carriage on "other digital platforms" (i.e. other than Freeview).

The latest he has been able to find are:

The licences awarded so far with the latest and (in most cases) provisional launch dates are:

Local TV update

It was announced today that Local TV in Scotland and Wales will be promoted from channel 26 to channel 23 on Freeview.

Here is an updated list of forthcoming local tv launches. Launch dates for local tv are generally highly provisional and should be taken as an indication of the earliest likely start date. Some will be delayed.

2014
Freeview channel 8 unless stated. Made In Bristol and Made in Leeds are scheduled to launch on Sky channel 117 - some other channels may do the same (although any Welsh channel would launch on channel 134).

24th January - Cambridge Presents (Cambridge)
7th April - Bedfordshire Television (Luton)

In the following cases confirmation of award of licence by Ofcom is awaited for the following companies who were the only applicants in the area shown:

That’s Basingstoke (Basingstoke)
That’s Surrey (Guildford)
That’s Reading (Reading)
That’s Salisbury (Salisbury)

In all four of these areas the provisional launch date is 1st January 2015.

Ofcom is currently considering bids received for a licence in Maidstone. It has rejected the bid for the sole applicant in Bangor (Wales). No applications were received by the January 2014 closing date for Barnstaple, Londonderry, Limavady, Gloucester and Plymouth.

Ofcom intends to advertise a final set of locations in 2014 in: Aberdeen, Ayr, Bromsgrove, Carlisle, Dundee, Falkirk, Inverness, Kidderminster, Stoke On Trent

1. The BBC has started a closed trial of HEVC (H265) trial using DVB-T2 on DTT platform. The test which appeared in mid June on the frequency of COM8, uses 35.92 MBps for the video, with stereo audio. The broadcasts are currently being evaluated at three BBC sites, and are being broadcast from only 3 transmitters – Black Hill, Winter Hill and Crystal Palace. First broadcast was of a BBC building with sweep tone, then a few “geometric abstractionist” style test cards with a tone, and now football. The first match to be shown on the trial was the world cup match between Colum, bia and Uruguay (live). A quarter final match, a semi final match and the World Cup Final will be shown here over the next ten days or so. 3. It has been announced that the Broadcasting Authority of Ireland (BAI) has abandoned plans to launch four DTT commercial multiplexes on Saorview in the Republic. One of the reasons behind the decision, comes from the fact that there is uncertainty about the future of DTT broadcasts and potential lack of frequencies post 2018 – and certainly during the lifespan of the licences which would have been awarded. The original plan was to have two PSB muxes, which are already on air, with a further four commercial multiplexes. More.

4 UTV have announced plans to launch a Republic of Ireland version of their channel. UTV Ireland is set to launch in early 2015 and is likely to be the new home of ITV Network programming such as Coronation sCtreet, Emmerdale, etc. Uncertainty surrounds the future of the current TV3 service.
More.

The new programmes include a high-octane medical drama Critical, two new films for the Playhouse Presents... strand, and a psychological thriller Penny Dreadful. The Ultra HD demo channels will be broadcast via SES’ prime European orbital position of 19.2 degrees East. Ferdinand Kayser, SES’s CCO, told journalists that sales of Ultra-HD displays were currently modest, but would pick up over the next year or two. More.

    18. Speaking at the Westminster eForum Keynote Seminar Mobile, TV and whitespace spectrum: regulation, competition and innovation, he added that demand for DTT is growing in the UK, with 1.2 million more homes choosing it as a primary service at the end of 2018 compared to at the end of 2011. More.

    19. Pace is to show IBC visitors a pre-integrated, open platform for the multiscreen, connected home. The ‘Whole Home’ solution enables service providers to distribute linear pay-TV services and on demand content to connected set-top boxes, tablets, smartphones, games consoles and connected TVs throughout the home. More.

TV panel makers are betting on a high rate of growth for UltraHD (4K) LCD TVs during the next four years. These companies expect to ship nearly 943,000 UHD LCD panels this year, up from less than 33,000 units in 2012, according to the Display Materials & Systems Service at information and analytics provider IHS. The next two years will see shipments ramp up even more quickly to 7.1 million units in 2015, on their way to reaching 20.8 million units by 2017. The total rises much higher when including a type of lower-priced, lower-specification product called UHD Ready, panels, which mainly are targeted at the Chinese market. Suppliers collectively plan to ship as many as 4 million UHD Ready panels this year alone. More

MIPTV 2013 – Cannes. With Sony screens across the Palais and two conference sessions, there was no escaping 4K UltraHD. SES jumped at the opportunity to announce the launch of its SES Ultra HD Experience initiative, which invites content providers and broadcasters to work with SES to support the development of the Ultra HD value chain. “You’re not alone. We are here today to say to you: let’s work together,” said Norbert Hoelzle, SVP, commercial Europe, SES, during Wedensday’s 4K session. “Let’s be the catalyst for industry and get the Ultra HD train rolling. The BBC has told London’s ‘Future TV’ summit that viewers are less and less enthusiastic about watching programming in 3D. The BBC’s technology guru Andy Quested, said the BBC had been an excited supporter of 3D broadcasting but that each time a new 3D show was televised, the audience ‘spike’ got lower. Quested’s comments come at the end of a two-year test of 3D at the BBC and include top-rated output such as the BBC’s flagship Strictly Come Dancing, natural history blockbuster Walking with Dinosaurs and comedy show Mr Stink, as well as last year’s London Olympic Games which transmitted dozens of events in 3D. The news is all the more disappointing given that the potential audience for 3D in the UK has expanded considerably, to around 1.5 million homes, over the past two years. More

The new family of compression technologies, HEVC will be published shortly, but much testing remains to be done. More.

A new channel called TBN UK has now launched on Freeview Channel Number 65
According to the EPG information on screen it will launch on the 5th of January 2015

By the way it is a Christian Channel

Presumably this is a UK specific sister channel to TBN Europe which has been on satellite (583 on Sky) for years.
Not quite sure why this is relevant to this forum, unless you think this is going to come to Sky separately as well.
Surprisingly early for them to have a Freeview holding channel if they're not starting until next year!

    Update

    12.207 V, 27.500, 2/3.

"1312" has now been relabelled as 'Sky Sports 5'.

Presumably 'Sky Sports 5 ROI' will be added to the ROI EPG in due course, can someone please confirm once it's been added?

    Thanks.

Summer - Made in Tyne & Wear (Newcastle) (Freeview 8 Sky 117)
28 August - Latest TV (Brighton)
10 September - Made in Bristol (Bristol) (Sky 117 Freeview 8)
    17 September - Made in Cardiff (Cardiff) - Ch 23 Sky 117
Summer - Made in Leeds (Leeds) (Freeview 8 Sky 117)
Summer/autumn - Your TV Blackpool & Preston (Preston)
    October - Bay TV (Liverpool)
    Summer/autumn - That’s Solent (Southampton)
1st September - Bay TV Swansea (Swansea) - Ch 23
16th September - Yorkshire Coast TV (Scarborough)
    3 November - City8 (Birmingham)
    September - NVTV (Belfast)
1st October - Bay TV Clwyd (Mold) - Ch 23
October - Your TV Manchester (Manchester)
31st October - The York Channel (York)
1st November - Made In Teeside (Middlesbrough)
    Autumn - That’s Oxford (Oxford)
    Autumn - SLTV/Sheffield Live (Sheffield)

    2015
    January - STV Edinburgh (Edinburgh) - Ch 23 Sky 117 Virgin 159
Stoke on Trent and Stratford upon Avon.

This section from #1 really needs rewriting and updating given that 5 stations have now launched, 25 further contracts have been awarded, the vast majority of those will almost certainly not launch in 2014, the Guildford, Reading, Salisbury, Basingstoke and Maidstone contracts have now been awarded (although the stated provisional launch date for the first four of 1 Jan 2015 is hopelessly optimistic), no contract has yet been awarded for Luton, invitations have been issued to apply for contracts in Aberdeen, Ayr, Carlisle, Dundee, Forth Valley, Inverness and Stoke on Trent with expressions of interest sought for Kidderminster, Bromsgrove and Stratford upon Avon, and the launch dates shown are in many cases outdated or contrary to current evidence.

Essentially Ofcom is the best source of relevant information until a licence is granted whereupon the licensee can then publish a specific launch date.

The process is that Ofcom indicates to which broadcaster a licence will be "awarded" after a "beauty contest". This "award" is not however an authorisation to provide a service, simply indicating to which broadcaster a licence will be granted. Ofcom then prepares a formal licence document which is issued to the licensee shortly before service launch. The licence is then "granted". That licence contains a commencement date (the first date upon which the service can commence) and a must launch by date (the date by which a service must launch - essentially two years from the original "award"). Failure to launch by the required date can result in sanctions including loss of licence which would then be readvertised.

Therefore I think the following would be more accurate for future threads (and easier to update as new services launch, contracts are awarded or granted etc):-

    Local TV

    Services Launched

    23 Nov 2013 - Estuary TV (Grimsby)
    24 March 2014 - Mustard TV (Norwich)

    27 May 2014 - Notts TV (Nottingham)

    Licences Granted (Launch Date Confirmed)

28 August 2014 - Latest TV (Brighton) (Must Launch Date 10 Sep 2014)
    http://www.brightonandhovenews.org/2014/07/28/latest-tv-to-launch-on-august-28/32360

Licences Granted (Launch Windows* - Launch date TBC)

10 Sep to 17 Sep 2014 - Made in Bristol (Bristol)

    980 also gone.

If it was going to you would have expected that to happen at the same time the others were removed. The BBC only ever appears to have launched red button services on the EPG as temporary arrangements.

Hopefully that may change in the future.

"Commonwealth Games Highlights" (currently showing) doesn't appear in the 'search A-Z listings' (remember I'm on an SD box) so as I feared the ability to record the red button programmes when the channel is not on the epg may also have been removed.

Also The Dating Channel, currently off the epg and showing black level, now carrying epg data for Babestation and 'Lucky Text And Chat'.

Red button programmes have re-appeared in my search A-Z listings so it seems my fears may have been a little premature, thankfully.
