Am I guaranteed to be able to receive TV pictures?

The answer is nothing.

The licence is a permission to receive live broadcasts.

It does not guarantee, that you will be able to receive such broadcasts.

    It stands to reason that if you live in an area where you can't receive a TV signal then you wouldn't bother getting a TV licence.

    How would you know you couldn't get a signal, until you try to tune the TV in?

    I am unable to receive any BBC transmissions due to location and lack of a local transmitter but apparently still need a BBC television licence even though I cannot receive any U.K television broadcasts, I do however purely by luck receive 3-4 RTE channels transmitted from Ireland for which I do not require an Irish television licence sine I am located in the U.K.
