As for avoiding teen pregnancy, IMO the reason it is so high is because it's not a big deal anymore. We had so much sex education, we all know how to be safe, yet half the girls in my year ended up pregnant. A 15/16 year old girl who gets pregnant doesn't really have to worry. They leave school and are supported by benefits. There isn't that much social stigma. No big deal, right?
