Is buying dresses that are too large (that would fit the bust) and taking them in round the middle a daft idea?
It depends on the style of dress, some are more tailored than others. Also the skill of the person doing the refitting, it's a skill set that takes a good eye and some measure of confidence.
What I really like are linen or cotton dresses, just fitted enough to have a nice shape, still quite loose fitting but not massively baggy so that they look like a tent. At the moment if I manage to find one that fits the bust the rest of it swamps me
