The maximum allowable height for an FM RSL antenna is 20m above ground level. I'd suggest aim for that.
Ofcom "fully expect licencees to seek local high ground [above sea level] to increase coverage... however if the site height was several hundred metres higher than the intended broadcast area sanctions would have to be imposed."
