Pc upgrade help

I have a Packard Bell i3 imedia 2100 and would like to upgrade it play games like sim city. It has Amd-1800 Apu with Radeon Hd graphics and the graphics card is a Amd Radeon HD 7340.
I have checked on the can you play it website and it recommends a big upgrade such as Intel core i5 or faster or Amd athlon 64x2 dual core 400 or Intel 2 duo processor 2.0 ghz or higher.
Video card should be Nvidia gtx 275 or better or Ati 5850 or better.
Does anyone have any knowledge of this sort of upgrade and if its possible. Ive never done an upgrade before and dont even know if the recommendations i have been given above are the right ones. A few forums have said i would need to upgrade the psu aswell to power it? What sort of costs would it be?
Would i be better of buying a gaming pc?

A new CPU, RAM and GFX card (and as you say i agree about a PSU) is basically a new pc.
Thanks for the reply was thinking that might be the easier option.
