Sal is no biological relation to Roxy - Roxy is Phil's cousin on his paternal side and Sal is Phil's aunt on his maternal side. However Ronnie and Roxy lived with and grew very close to Peggy viewing her as a mother figure so i suppose they consider her sister to be their aunt. Both R&R always refer to Sal as Aunt Sal. Sal is married and often mentions her husband Harold however their surname has never been revealed, she's often credited as either "Aunt Sal" or "Sal Martin" Martin being her maiden name.

Peggy then became a Mitchell after marrying Eric Mitchell, who is the father of Phil, Grant and Sam.
