    Like in every fairytale an evil must be punished. And since the formula stays the same they probably want some variety by bringing new villains in.

    As already mentioned, Blofeld keeps coming back. Even when it looks as if this evil genius criminal mastermind who constantly threatens world peace has been killed, nobody bothers checking up to make sure he really is dead. :o

    Also, Jaws from TSWLM and Moonraker.
