Dalmatian got really bad rash

My year old dalmatian seems have red rash all over his belly and by the side of his groin area is there cream that help this ? i belive this caused by the way he wees he never started pinning his leg up he dose not crouch just ust walks around peeing in garden and think he getting it all over his belly is any way make him pin his leg up ?
