I think it was about apealing to a broad cross-section, so that by having a diverse line-up they could portray a character, "Posh", Sporty", "Scary", etc, that would appeal to different people on a more individual basis.
Girl groups quite often struggle for the young male audience. Although The Spice Girls did have a substantial gay male audience.
Little Mix are the current main girl group. Their fan base is nearly all young females like themselves. They are four very attractive young women but not 'babes' it seems as I notice none of them are on the list.

I think it is more to do with the way both girlbands and boybands have marketed since the Spice Girls.
Boybands fulfill the idealised teenage girls notions of love and romance.
Girlbands are seen as role models and something to aspire to.
Teenage boys now seem to have porn and computer games! In my day, late 70s, we had Rock, Punk, and Heavy Metal whilst the girls have The Osmonds, Bay City Rollers, etc.
The above are stereotypes, of course, but would probably cover a reasonable percentage of the teenage population, both then and now.
The record industry tried making a "adult" sexy girlband in the mid-90s, Fem2Fem.
All of the band's members were very attractive women, and most of them
were lesbian or bisexual. Their lyrics were very sexual
(their first song, "Switch" was apparently about S&M)
They were heavily promoted, and toured with Nine Inch Nails and
Marilyn Manson, but they didn't break into the mainstream.
Here's what I think is Fem2Fem's best song, the Madonna -ish "Obsession":
It was interesting to read the story behind the song was based on Lynsey's unhappiness with her own appearance as a teenager. She admitted to been overweight and quite frumpy. and had an awful experience of been shunned when she attended a dance and it led to her completely changing her image.
Also tragic that he father beat the hell out of her while her mother stood by and let it happen.
