Rip Off Credit Card Processing Fees

I thought the new law came in last week essentially requiring companies to charge actual credit card processing fees as opposed to the usual made up ones ....

..and today I booked 2 train tickets for £28 and paid a 56 p credit card processing fee which seemed reasonable .
Then I checked Air France,co.uk and they are still charging £4.50.
What gives ?
