Galaxy S6 64GB availability

I was keen to pre-order the 64GB non-Edge Galaxy S6 the other day, only to discover that yet again, the only model available in the UK is the lowest memory option (32GB). Yet go to the German or Italian Samsung sites, the 64GB is available to pre-order.
Galaxy S3 - 16 and 32GB models made, 32GB not available in UK
Galaxy S4 - as above
Galaxy S5 - as above
LG G3 - as above (16GB only has 2GB of RAM, 3GB on the 32GB model)
Galaxy S6 - 32, 64 and 128GB models announced, UK only gets the 32GB
What's the big problem with phone makers allowing all their announced models to be available in all territories?
