Maybe the GI somehow knew of The Forgotten Doctor after all he may have been around 1000's of years and witnessed what ever he did as that incarnation and the plan wasn't to change The Doctors past but to trick The Doctor into releasing him by going into his own Time Stream.

Just doing something straightforward like telling the Doctor what his plan is wouldn't quite befit the title of The Great Intelligence. You'd imagine some elegant strategy or plan which would wrongfoot The Doctor.
He did say earlier on that The Doctor was capable of dong bad things maybe he wanted to show the world The Doctor for who he really was or is capable of anyway
release him from where ?
the John hurt doctor isnt trapepd anywhere, he existed in a certain time and space and died...
Perhaps the knowledge of the John hurt doctor alone is enough
He could be in The Time Lock if that incarnation only existed during The Time War (The 9th could be the locked it immediately after regenerating)
Or some kind of "mental" prison where all expects of him were "locked" away in the Doctors mind
but the 11th alreadyu knows about him, he todl clara who he is and that he knows what he did
Not to just the doctor, obviously he must get out or something since he is in the 50th and is an antagonist for the 50th, I think he gets out of the time stream when 11 and Clara gets out.
The timestream isnt a place.. it is TIME....
