Moffat was careful not to make it appear that Eccleston had shown up to shoot new material for Day of the Doctor. Which is why the regeneration cuts off just as Eccleston's face is becoming clear.

A concept can be expanded indefinitely. The only limitation is the imagination.
A 10-second piece of footage, however, lasts for ten seconds. Even if you play it in slow motion, it can't be expanded very much. There is no way that an actor who appears silently for 10 seconds can be the leading man in a film.

If you genuinely think it's viable for anyone to construct a 14 film series based on each Doctor including a mega budget movie based around one ten second sequence then it's difficult to know what more responses there can be without quite frankly being a bit rude. It's either insanity or Olympic-standard trolling. The idea that a 9th Doctor's movie in a pre-commissioned series of 14 (or more) movies could have just 10 seconds of Eccleston is comedy gold.
The rest of the film would have 90-120 minutes of people talking about the Doctor while his actual appearance would be 10 seconds of footage from an old TV trailer shot on SD video. And this is somehow comparable to The Lego Movie? Seriously, WTF?! Did the Lego Movie show 10 seconds from an old Lego advert and then spend 90-120 minutes on a storyline which only ever mentions Lego without ever showing it?

Personally my impression is that Sony would part fund the film version with BBC Films and Worldwide with possible considerations in the contract. I don't think they would 'Hollywoodise' the franchise. For example they help to rejuvenate the Bond Franchise with Daniel Craig and look how brilliant and successful Skyfall was.
If anyone was to help with a Doctor Who movie Sony would be my first pick. If they can do it with a British institution like James Bond, then they can do it with Doctor Who. If anything I reckon Daniel Craig would be a bloody brilliant actor to play the Doctor!

Rather 10 minutes of Rose trying trying to work out where the Doctor is and investigating with the TARDIS to try and figure out where he is (maybe he even disappeared in front of her in the TARDIS?), 10 minutes of Rose exploring where the TARDIS lands, one minute as Rose explores a nearby building, finds 9 running away from a fireball and runs with until he mysteriously disappears again, another minute where Rose reenters the building and sees 9 running away from the fireball again, 10 minutes of Rose enlisting help from UNIT and other unlikely places to find out what's going on, 20 minutes of UNIT fighting a invasion from those behind the fireball during which they find out the fireball is locked onto its target of the 9th Doctor and that these invaders have trapped 9 in a time loop until the fireball kills him before he can regenerate, 5 minutes of Rose travelling back and exploring a different area of the building where she finds a strange device, 5 minutes as the leader of the alien invaders seen earlier appears and explains it's what brought 9 here and taking Rose captive, 10 minutes of the invaders being attacked by someone (who then saves Rose), two minutes of Rose destroying the device (which not only causes 9 running from the fire ball to return to the TARDIS but brings him out of the time loop) and five minutes of Rose on her own sitting in the TARDIS in thought as a monologue from Billie Piper is heard.
