Time war isnt Time locked?

I was reading the preview for next week on digitalspy and as usual they always throw in a red herring.

But this was stated:

The Time War was 'time locked', or so thought The Doctor.

Now if im right time locking, is what the TARDIS does to stop events been replayed that could cause a paradox.. If the time war isnt time locked does that mean were going to see the time war and the doctor stopping it?

My theory:

Maybe the time war ended destroying both time lords and daleks when the Doctor sealed the Medusa Cascade, maybe he stops that happening, knowing that the Daleks will be back, but so will the time lords.

    hmm I think maybe time locked means that they can't go back to it; it's the one place the TARDIS cannot visit as it is in its timeline. However Davros is probably trying to find a way to return and to change the outcome of the time war.

    In the Big Finish Audio play Rennaisance of the Daleks, the TARDIS time locked a certain point in time, so it couldnt travel there causing a paradox, but the doctor managed to override it.
