In order they came out (originally):

Target Novelizations: No particular order, you can mix and match as the series.
Virgin New Adventures: Largely standalone, except the first 7 which are two mini series, but there are character arcs so best read in order but not essential.
Missing Adventures: publish concurrent with VNA. Nearly all standalone but some feature elements from the VNA's, so no real order.
BBC 8th Doctor: Same as the VNA's but with more plot and character arcs, so best in order.
BBC Past Doctors: totally standalone.
9th, 10th & 11th Doctor books: totally standalone and can be read in any order you like, but best read in page order

There are story arcs in the New Adventures so it is probably worth reading in order if possible.

Wiki is your friend

Target Books http://en.wikipedia.org/wiki/List_of..._novelisations shows publication order, not story order
New Adventures http://en.wikipedia.org/wiki/Virgin_New_Adventures read in order up to and including Blood Harvest
Missing Adventures http://en.wikipedia.org/wiki/Virgin_Missing_Adventures then start here, alternating between the two, that would be very close to the publication schedule.

Finish the above two then start alternating between the next two
Eighth Doctor http://en.wikipedia.org/wiki/Eighth_Doctor_Adventures
Past Doctor http://en.wikipedia.org/wiki/Past_Doctor_Adventures

When you have done all this you will have literately travelled from 1965 to 2005 without the use of a blue box, or at least one that isn't full of books.

They may be good novels - but remember - they are NOTHING to do with the TV series!

Except for the VNA, it was stated at the time they started release that they were an official continuation of the tv series after it finished in 1989

Well with the Target books, the Virgin Missing Adventures & the BBC past doctor books it doesn't really matter.

I suppose since the Virgin New Adventures feature the Seventh Doctor after the TV series ended in 1989 then you would want to read the Target, Missing Adventures & Past Doctor books first since they are all set before the end of the TV series apart from a few BBC past Doctor books starring the 7th Doctor which are set after the TV series. The majority of Virgin Missing Adventures & BBC past Doctor books say on the back which TV series stories (and hence which Target novelisations) they are set between.

After those then read the New Adventures ending with the Dying Days featuring the 8th Doctor then the BBC 8th Doctor books then the books featuring the 9th, 10th & 11th Doctors.

But to be honest the links between each book series are pretty slight so there is no right way to read them. As long as you have a working knowledge of the TV series you should be fine. As previously mentioned only the New Adventures and BBC 8th Doctor books have a strong internal continuity that require you to read those series in order.

Either of my previous posts gives you this answer.
The Target books came first.
Then The New Adventures (7th Doc and a bit 8th)
After a few of these had came out The Missing Adventures where printed at the same time.

The BBC took the rights back in house and started Eight Doctor books.
The BBC Past Doctor books then arrived at the same time.

Then in 2005 9th, 10th then 11th Doctor books started publication.

That is the only series order there is, the books can be read in the order previously stated.

Guess it's not the time to mention Telos
