nokia 820 on 8.1 - can't turn ringer off?

Generally very happy with my Nokia Lumia 820.
When prompted I installed Windows 8.1.
Previously, in settings> ringtones and sounds, I could choose to turn the ringer off but keep the vibrate on. Two separate swipe choices.
Now there's only the opportunity to turn vibrate off, no choice to turn the ringer off. Just in case one swipe covered all - but the ringer remains on, as I proved in a church service yesterday.
Has anyone else in the same situation more techno brains than I have, and can give me some help, please?

But for something like a church service or doctor's appointment I would personally go even further and turn Flight Mode on which I have set up as a Notifications short cut.
