how does the "restore licences" option work on multiple PS4s,,??

  The ps4 deemed your primary console. Every account on that ps4 can play it.
  The 2nd console you add your account to. Only logging in as you the purchaser can play. Other accounts on that ps4 will be locked.

  I think the trick is to make the ps4 that you personally don't play on the primary and make the one you do play on be the 2nd
