Freeware to format external harddrive to FAT32

I bought an external hard drive that's in NTFS but I need it to be in FAT32 so I can use it with my multi-media player.
I've downloaded software but I am only given the options to format C Drive and I do not want to do that.
Any help appreciated. Thanks.

I was thinking that too. OP, can't you just right-click on the drive in My Computer and then "Format"?
Using that method, Windows XP and later won't offer FAT32 as a format option if the volume is larger than 32GB.
The command-line format tool is an option, but also has problems reporting volumes being too large, and is also staggeringly slow. Hence the recommendation of third-party utilities.
I'm still on XP and have only ever formatted from FAT to NTFS but I do remember reading it was a one way ticket and you couldn't go back using Windows.
Never had a problem with it and often use it to get hard drives recognized by the PS3,
