Stairwell lights

I live in a block of six flats. They are fairly modern, built in the late 80s.

There are lights in the communal stairwell which are set to come on at a certain time each night. However, they seem to be on "summer time" right now and the stairwell is in pitch darkness until about 10pm when the timer kicks in and the lights come on.

We're preparing our flat for sale and would love to fix this issue. Problem is, we cannot for the lives of us figure out where the timer might be! None of the neighbours know either. We don't have a factor or anyone to ask.

I wondered if anyone had any thoughts as to how we might go about finding out? I figured it was worth a shot anyway....

Have you tried the council? I think ours might be attached to the streetlights, because I can't figure out how else they are run (ie where the electricity comes from).
