Before you start jumping to conclusions do you not think their could be any other explanation?
It is completely possible that she's suffering from early dementia and is imagining things. I've worked in older people's services in the NHS and quite often in that situation people make allegations of theft, get muddled up about who they've seen and when.
It's possible her daughter could have been given power of attorney which is why she has the card.
As you said earlier, no crime has been committed so involving the police won't do much good. Instead I would suggest asking social services to pay a visit and assess her and see what's happening. This definitely comes under their remit.
