I thought it was a load of rubbish but according to a DM article all people in Germany must pay this tax if the want a burial,communion or worship in the various religions churches.
It was a court order on Friday in Leipzig brought by a Professor who announced he would no longer pay the tax but would remain a Catholic.

From the article, I understood that the tax is aimed at lapsed or part lapsed Catholics who want Church burials etc. Practising Catholics are already paying it.
Professor Leipzig is partly lapsed.
Its nothing new .It was in place in the 70;s .If you want the benefits of a Church you have to pay for it and the money is take on a percentage basis from your wages .Why not .? You want a service you pay .
