Didn't notice the crossover as I don't watch NCIS either but I loved the homage to The Incredibles when they were getting fitted out with their costumes.
I found the Happy character to be annoying at first but she's slowly growing on me.
Apparently it was (ie will be in a week or two for those watching on ITV) just one character from NCIS: LA - the very short lady - who runs the NCIS team and is a brilliant actress (Linda Hunt).
Will look forward to it. Have just watched the pilot on ITV and was not expecting much but thought it had a look of Num3ers about it so gave it a go. It was an entertaining fast paced light show and ITV appear to have struck lucky as its ratings have held up well in the USA and a full season order must be close.
