While full 'broadcast quality' HD clips would obviously be desireable on these and other programmes, cost, speed and ease of access are considerations. To acquire an HD clip from the original or 'master' copy of a programme would require a lot more man/woman hours - and therefore expense - than simply 'lifting' it from a lower-quality but easily accessible online version.

The clips (of BBC output, at least) are of an acceptable standard for broadcast, and can, especially important for topical tight to-air deadline programmes, be quickly and easily obtained, without pushing up the programme budget.

If, at some point in the distant future, money becomes no object, no doubt HD clips will appear - although I actually suspect technology will make this possible long before bottomless pockets arrive! Meanwhile, low-res clips are, of course, better than none at all.

And perhaps sometimes, the programme or news report from which the clip has been taken was only filmed in SD (or lower, such as a camera phone).

i dont suppose they deliberately lower the quality, so its just a matter of using the most convenient available source material ....... much archive is in D3 format i believe ......

Would it? Surely they can just record numerous HD channels all day and then cut out clips as appropriate? Hell, people at home can do this easily.

Also, the BBC usually gets HD clips of stuff from Sky Sports for sports news these days so obviously it is possible. For a pre-recorded programmes it should be even easier.

Cost is the issue for a BBC show the clip can be lifted in SD at what is now deemed expectable quality from Snippets
It does not at this time make HD clips.
Other shows are often lifted from a PVR not really a broadcast source but again deemed expectable.
PVR HD is even more heavily compressed, and consequently of worse overall quality than SD so what would be the point.
