New housing benefit rules and over 40s flats

I'm on a few housing lists and am noticing a lot of flats are now over 40 only. There also suddenly seems to be a lot of flats available in good areas where I wouldn't normally expect people to be moving out.
Has anyone else noticed this? (HB will now only pay the one bedroomed rate for over 35's since January.)

Why? It would have meant I couldn't have got the flat I now have, which I got when I was 30.
And "no fixed abode" generally isn't welcomed by employers.
