Non-Geographic phone numbers

I'm in the throes of changing my home telephony contract as an initial discount period has ended.. The old deal was free anytime calls and included 0845 and 0870 - that deal's too expensive to stay on now though.
Two questions:
1) Which home phone company's got cheapest way of including 0845/0870 numbers in their packages?
2) Will this all be irrelevant soon due to new legislation banning use of costly non-geographic numbers for customer services?
